Board of Directors
The Santa Rosa Fire Foundation is governed by a Board of Directors that represents a diverse cross-section of the Santa Rosa community. The Santa Rosa Fire Department and Santa Rosa Firefighters, Local 1401 are present at board meetings as subject matter experts, however, are not voting members. This governance model allows for community-based decision making and redundant accountability in the appropriate use of funds.

Jennielynn Holmes
Board President
Jennielynn Holmes is the chief Program Officer for Catholic Charities of the Diocese of Santa Rosa, and has spent her career in the nonprofit field, and working with several community based volunteer groups. She was born and raised in Santa Rosa, CA and received her undergraduate degree from the University of California Davis, as well as her Masters in Public Administration from the University of San Francisco. She was recognized by the North Bay Business Journal as one of the top 40 business professionals under the age of 40 and by Senator Mike McGuire as Sonoma County’s Woman of the Year in 2016. Jennielynn is passionate about helping build strong nonprofits, and much of her work has been nationally recognized as best practices. She currently serves on the Steering Committee for Leadership Santa Rosa, the Sonoma County Continuum of Care Board, the Santa Rosa Police Foundation Board as well as Sonoma County’s First Five Commission.

Rae Paulson
Board Treasurer
Rae Paulson is a CPA with Moss Adams LLP, and has practiced public accounting since 2005. She provides assurance services for clients in a variety of industries, predominantly wine and food processing. Rae is a member of Moss Adams’ firm’s Wine, Beer & Spirits Practice; Food & Beverage Practice; and Agribusiness Practice. Rae graduated with a BS in health sciences from St. Mary’s College of California, and received her MBA from Sonoma State University. She’s a member of the American Institute of Certified Public Accountants and California Society of Certified Public Accountants.

Peter Rumble
Board Member
Peter Rumble is the CEO of the Santa Rosa Metro Chamber of Commerce where he has focused the organization’s activity on improving the systems that underpin the regional economy. Central to these efforts have been the formation of a unique loan pool investing in affordable housing development, the expansion of private sector investment in quality childcare, the re-introduction of a small business incubator in Sonoma County, and launching cultural activities and events in Santa Rosa’s downtown core. Prior to joining the Chamber, Mr. Rumble served the County of Sonoma as a Deputy County Administrator. During his public service with the County of Sonoma, Mr. Rumble coordinated the County’s strategic planning and implementation efforts, developed the County’s first community engagement plan, oversaw intergovernmental affairs and legislative advocacy programs, managed the County’s media relations, and established the Health Policy Division, which led the County’s preparation for and implementation of Health Care Reform. Mr. Rumble also developed the Sonoma County Energy Independence program, led the first Portrait of Sonoma report, and developed several water and agricultural related policies. After sharing command of the County’s emergency response during the 2017 Sonoma Complex Fires, Mr. Rumble was appointed to oversee the County’s long-term recovery and resilience efforts. Mr. Rumble was a member of Leadership Santa Rosa class 35 and was named one of the 40 leaders of the North Bay under age 40. He lives in Santa Rosa with his wife and two children, is an avid cyclist, a certified coach in Gracie Barra Brazilian jiu-jitsu, and enjoys sailing the San Francisco Bay.

Jeff Okrepkie
Board Secretary
A native of Santa Rosa, Jeff spent the first 18 years of his life in Bennett Valley before moving to the southwest to attend Arizona State University. After 10 years in the Valley of the Sun, he returned to Sonoma County following a brief stint in Santa Cruz and now works as a Commercial Producer for George Petersen Insurance Agency. A firm believer in giving back, Jeff is a past president of The Active 20-30 Club of Santa Rosa #50, a past board member of The Sonoma County Children’s Village, and past National President of Active 20-30 US & Canada. He was named to the 2015 North Bay Business Journal’s Forty Under 40 list for top business professionals in the North Bay under the age of 40, is a member of Leadership Santa Rosa Class XXXIII and was recognized in 2018 with a Nonprofit Leadership Award from the NBBJ for his role in founding Coffey Strong, a nonprofit helping over 1,300 homeowners with their fire rebuild after the 2017 Tubbs Fire.

Vail Bello
Board Member
Vail has over 4 decades of experience and service in the field of Public Safety. He began his career in Law Enforcement in Petaluma in 1981, and over the course of his career was a training officer, SWAT Team leader, Sergeant and Investigations Supervisor. After Vail went to the Sonoma County Sheriffs Department in 1995 he held numerous positions, finishing his career as a Tactical Flight Officer on Henry-1, the departments helicopter unit. Vail has also been a volunteer firefighter since 1995. Upon retiring, Vail spent 18 years in the private sector, managing personal affairs and providing protection and logistics support for the principals of an international financial firm. Since again retiring in 2020, Vail has been working in a local restaurant as a brand ambassador, maitre’d and manager. He has been married for over 34 years to Tonia, and they are the proud parents of 2 adult children.

Terrence Sanders
Board Member
Terrence Sanders is a 23-year firefighting veteran, EMT/Paramedic, fire survivor, small business owner, husband, father, musician, and Santa Rosa resident.
In 2006, wanting to leave the Bay Area’s urban core for a quieter place to start a family, Terry and his wife, Debra, drove to Santa Rosa for the first time and immediately fell in love with the city’s character, sense of community and incredible natural beauty in and around the city. They knew this was the place where they wanted to plant roots and raise their family—and have called Santa Rosa ‘home’ ever since.
In 2017, Terry’s home and entire neighborhood was destroyed by the Tubbs Fire. Despite losing family photographs, a collection of guitars and other irreplaceable, sentimental items, Terry visited Fountaingrove’s Fire Station 5 that night to engage with firefighters before the fire station burned down. He was a regular visitor at the local Command Center, using his background in firefighting and paramedic work to provide updates to his fellow residents despite being an evacuee and fire survivor himself, giving him an introduction to the importance of community engagement—some fire survivors even called Terry a “hero” based on his regular and frequent updates in the days following October 8-9, 2017.
Terry’s commitment to our community and to service above self is reflected in his work as a board member of the Sonoma County Law Enforcement Chaplaincy Service, The Wednesday Night Market, and The California Theatre. Terry has most recently been appointed to the Santa Rosa Planning Commission by Santa Rosa Vice Mayor Dianna MacDonald.

Brandt Hoekenga
Board Member
Brandt is the Founder and Creative Director of local creative agency TIV Branding. He’s been a part of the creative community in Sonoma County since 1999 when he returned home after earning his degree in Design & Visual Communication at UC Davis. Brandt went to work at DeLoach Vineyards while we worked to build his freelance client list and in 2002 he made the leap to freelance full-time. Since then he has expanded his abilities beyond traditional design while helping to grow TIV Branding into what it is today: a full-service creative agency employing some of Sonoma County’s finest.
Recently, Brandt turned his focus to brand building campaigns for nonprofits. He works hard to help the nonprofit community spread the word about the good work they do. A firm believer in the power of building brands, Brandt has developed and expanded a program focused on co-advertising nonprofits and for profit organizations.
When he’s not building brands, Brandt teaches and practices Taekwondo, enjoys (usually) golfing, and spending time with his wife and son.

Scott Westrope
Fire Chief
Scott Westrope began his fire service career in San Luis Obispo County in 1994. There he spent time with the Pismo Beach Fire Department, San Luis Obispo County Fire Department and worked as a paramedic with a private ambulance provider. Chief Westrope came to the Santa Rosa Fire Department in 2000 and has previously held the ranks of Firefighter/Paramedic, Captain, Training Captain, Battalion Chief, and Deputy Fire Chief. He holds a Bachelors Degree in Emergency Services Management, with a Special Certificate in Homeland Security. Chief Westrope sits on the Board of Directors for REDCOM, is a member of the Sonoma County Fire Chiefs, the Sonoma County Fire Service Working Group (FSWG), CalChiefs (Area 6 Director), and serves as a Sonoma County Operational Area Coordinator. Chief Westrope holds an unshakable bond with his community as he has fought shoulder to shoulder with his department during historic fires, and rebuilt along with his community, vowing to provide the balance, resources and compassion that are required to keep us Santa Rosa Strong!

Mike McCallum
Division Chief
Division Chief Mike McCallum began his fire service career in 1991 as a fire explorer with the Gold Ridge Fire District in Sebastopol. Moving on in his profession he has spent time with the California Department of Forestry (CDF) as a firefighter, and then moving to the Windsor Fire District as an Engineer. Chief McCallum came to the Santa Rosa Fire Department in 2002 and has previously held the ranks of Firefighter, Engineer, Captain, Training Captain, and Battalion Chief, He holds a Bachelors Degree in Emergency Services Management, and is a Ca State certified Chief Officer.

Travers Collins
Deputy Chief
Deputy Fire Chief Travers Collins began his fire service career in 1990 as a volunteer firefighter with the Monte Rio Fire District. After graduating high school Chief Collins began working for the California Department of Forestry (now Cal Fire) as a seasonal firefighter in both Sonoma and Mendocino counties. After graduating paramedic school in 1996 Travers began full-time employment with the Petaluma Fire Department. Chief Collins transferred to the Santa Rosa Fire Department in 2002 and has held the rank of Firefighter/Paramedic, Captain, Training Captain, Battalion Chief, and Deputy Chief. Deputy Chief Collins holds a Bachelors Degree in Emergency Management, as well as State Chief Officer certification.

Mike Weiss
Sonoma County Local 1401 Liaison
Mike Weiss is an Engineer for the Santa Rosa Fire Department and serves as the Union Treasurer for Local 1401. He has been with the department for 7 years and before that worked for Skywalker Ranch. He is originally from Los Angeles and moved to Sonoma County to play baseball at Sonoma State University, where he earned his Bachelor’s Degree. Mike has been in Sonoma County for over 20 years and lives in Santa Rosa with his wife Jenny and their kids Kylie (8) and Jackson (6).
